<p>Once the needs of children are meet, getting affordable child health insurance can be quite a challenge for parents when it comes to financial constraints. Luckily, that obstacle can be surmounted if you know the possibilities.</p>
<p> </p>
<p>The two main options are Medicaid and SCHIP (State Children&#8217;s Health Insurance Program). Medicaid is geared toward low-income families, and insurance through SCHIP is available for those children who are uninsured, but whose parents earn too much money to qualify for Medicaid.</p>
<p> </p>

<p>You start by first finding out if you qualify for Medicaid. Generally speaking, if your income is low, then you should apply for Medicaid services. Your case will then be reviewed to confirm eligibility. Medicaid covers pregnant women and their babies, children under 18 and in many states, children under 21.</p>
<p> </p>
<p>For those children who do not qualify for Medicaid, SCHIP is a possibility. </p>
<p>SCHIP is a federally funded program but each state sets its own eligibility criteria. States have a choice of using SCHIP by itself or combine it with Medicaid. It is best to contact your state&#8217;s Department of Insurance (DOI) to help identify affordable child health insurance for your needs.</p>
<p> </p>
<p>The insurance should cover all checkups, shots, sport physicals, eye and dental care and any injuries that may occur.</p>
<p> </p>
<p>Sometimes, families with affordable child health insurance are disqualified even though they have some specialized health needs that are not covered in their current plan.</p>
<p> </p>
<p>In the event, you do not qualify for your state programs, check if there are other income based coverage. </p>
<p>Look beyond state run coverage at other companies that offer affordable child health insurance. Read all policy information to make sure that you have sufficient coverage.</p>
<p> </p>
<p>In most states, if you qualify for a state free program, you cannot have another policy on a child or children.</p>
<p> </p>
<p>At the beginning of every school year, most schools offer discounted healthcare policies. It will be worthwhile looking into if you do not have any other cover. There are variations offered from cover during normal school activities and only for the school year to that which include 24 hour, 365 days a year cover. The costs of course vary, but are still less expensive than private policies as it works very much like group health insurance.</p>
<p> </p>
<p>It is important that the children&#8217;s health insurance needs are met while managing within financial constraints. Even a minimal cover is better than none.</p>

<p>Health coverage is extremely important; unfortunately, because they rarely get sick or believe they can&#8217;t afford coverage, too many people learn that the hard way.</p>
<p>The truth is, health insurance is realistic for nearly everyone. Below are two tips to help you get started shopping for an individual health insurance.</p>
<p><b>1. Consider Your Budget</b></p>
<p>While health coverage is important, so are basic needs like food, clothing, and shelter. So, no matter how important it is to have coverage, you don&#8217;t want to purchase an individual health insurance plan that doesn&#8217;t work with your budget.</p>
<p>Spend an afternoon going over your budget. How much money do you have left after your usual bills? What kinds of extras can you cut back on? It&#8217;s easier to shop for an individual health insurance policy when you have a solid budget range to work with.</p>

<p><b>2. Think About the Kinds of Coverage You NEED</b></p>
<p>Now that you know how much money you can spend on your individual health insurance package, consider the kinds of coverage you need. Purchasing a plan with the most comprehensive coverage might seem like the best thing to do; however, most Americans don&#8217;t often use &#8211; and therefore don&#8217;t often need &#8211; some of the coverage options in the most comprehensive packages.</p>

<p style="text-align: justify;">The latest Retirement Health Care Costs numbers from EBRI as reported by US News &amp; Reports have been released. It’s great that attention is being directed to this issue and costs but these numbers may be misleading;</p>
<p style="text-align: justify;"><strong>It all depends on healthy you are</strong></p>
<p style="text-align: justify;">
The headline to the article is “Couples Need 8,000 for Retirement Health Care Costs’. Then the article continues to report that this number leaves a couple with only “a 50 percent chance of having enough money to pay for all of their medical expenses throughout retirement” and in order to achieve 90% success rate retired couples should aim to save 1,000”.</p>
<p style="text-align: justify;"><strong>But what happens if we dig deeper?</strong></p>
<p><span id="more-218"></span></p>
<p style="text-align: justify;">
When we look to the RetireMark software at HVSFinancial.com we find that two healthy 65 year olds that will have no health issues during retirement will have life expectancies of 86 for a male &amp; 90 for a female.</p>
<p style="text-align: justify;">
With those life expectancies we can now calculate what it will take to achieve success for their health care costs; the savings they will need to have at retirement is 5,061 and that they can expect to spend 4,180 through retirement.</p>
<p style="text-align: justify;">Now let’s look at the same couple with unhealthy conditions, something most of us will have.</p>
<p style="text-align: justify;">A couple where the male has high cholesterol &amp; high blood pressure should expect to have a life expectancy of 82 years. </p>
<p>The woman who may diabetes will have a life expectancy of 80. The total health care bill in retirement will be 5,790 and they will need to have 8,063 at the time of retirement.</p>
<p style="text-align: justify;">
Two smokers, the female’s life expectancy is 82 &amp; the male’s 79. Their bill will be 1,210 and will need to have 4,762 at retirement.</p>
<p style="text-align: justify;">
To repeat again, it’s great that EBRI &amp; US News &amp; Reports are writing about these unspoken costs retirees face but to paint a broad brush over a topic with many variables may be considered misleading.</p>
<p style="text-align: justify;">What we can realize is that health care costs will widely range for people and these costs will be based not on only when someone wants to retire but on what their health conditions are and their age.</p>
<p style="text-align: justify;">Also, these costs will then change as each year passes, which is why in the financial industry Advisers adamantly encourage their clients to update their financial plans annually.</p>

<p>If you live in Pennsylvania and are in the process of searching for individual or family health insurance you will find many quoted plans available. Below are a few things to keep in mind when looking for coverage:</p>
<p>1. Call a licensed insurance agent and ask if you qualify for AdultBasic which is a low cost health plan offered in Pennsylvania.</p>
<p>2. Many people do not realize that quoted plans are only accurate for non-smokers within the insurance carrier&#8217;s preferred guidelines for height and weight. The person applying must also not be taking prescription medication and have no current treatment for any medical condition. If you&#8217;re not in the &#8220;perfect health&#8221; category be prepared to pay anywhere between 15 and 50 percent more than quoted.</p>
<p>3. Where you live may affect your premiums. When asked for a zip code make sure you list the one that applies to your home mailing address not your work address. </p>
<p><span id="more-162"></span></p>
<p>Two people with exactly the same health related criteria can have varying rates if they reside in different areas of the state.</p>
<p>4. Check the details of the plan you choose. A lot of Pennsylvania health insurance companies offer &#8220;saver&#8221; plans which often have much lower premiums but also carry reduced benefits. The last thing you want is purchasing a policy with less coverage than you&#8217;re expecting.</p>
<p>5. Be mindful that most policies DO NOT cover maternity costs so look carefully over the plan if this is a benefit which needed.</p>
<p>6. Please be aware that many insurance carriers will not cover pre-existing conditions and every application needs to be reviewed by an underwriter.</p>
<p>Additionally, all insurance plans and prices need the approval of the PA Department of Insurance. </p>
<p>It&#8217; also a good idea to call a local licensed broker who can guide you through the maze of available policies.</p>

<p>Our administration and representatives are negotiating the terms to take over our health care system, in the belief that it is too expensive, and will cripple our economy if the costs are not controlled.  The human element is the plea to cover people that do not have insurance, so they will have access to the best care money can buy.</p>
<p>Rather than plow ground that has been plowed by writers more gifted than I, my focus is how to provide health care to uninsured citizens.  If this is a national priority, let&#8217;s not destroy the health care system that stands between us, and the grim reaper in the process.</p>
<p>As a former County Commissioner, I had the responsibility to oversee and fund the county health department.  This health care facility provided basic services to many who could not afford (or chose not to pay for) access to private care.</p>
<p><span id="more-25"></span></p>
<p>County health departments exist throughout the nation, working quietly to benefit society&#8217;s poorest citizens.  Free or reduced price, health care is already being provided depending on your ability to pay.</p>
<p>The present discussion is about building a new bureaucracy and restricting health access for everyone.  Why not increase the funding for County Health Departments around the nation?</p>
<p>In exchange for this added <b>charitable</b> benefit, the uninsured could only be treated at hospital emergency rooms after hours, and only if hospitalization was required.  Hospitals would bill the county health department for any services provided, at the lowest negotiated group network price.  Hospital emergency rooms would no longer be required to accept anyone who walked in their door.</p>
<p>Funding should be allocated by population on numerical bases, and disbursed to each congressional district.  The Federal Government&#8217;s role would end at this point.  Each Congressional District would have a local board, composed of one commissioner from each county.</p>
<p>These district boards would be responsible to distribute the funds to each County Health Department for the best impact in their area.  County Health Departments would have to expand to enhance services, but continue to provide basic health services for the uninsured or poorest citizens.</p>
<p>To access these services, citizens would have to:</p>
<p>Prove citizenship (are we going to provide free health care to THE WORLD?)<br />
File a copy of last year&#8217;s 1040 (verifies income)<br />
Prove residency (avoids shopping location)<br />
Develop other local regulations sensitive to local voter wishes.</p>
<p>To increase insurance participation, let individuals deduct insurance premiums up to ,600 per head of household, and ,000 per dependant on their federal taxes.  Let companies deduct insurance benefits on the same schedule.</p>
<p>Require insurance companies to accept citizens with pre-existing conditions.  This would have two caveats:</p>
<p>90 day exclusion period if the pre-existing condition was not covered by insured&#8217;s previous policy, or if they did not have insurance.<br />
Citizens would not be able to &#8220;insurance shop&#8221; for better coverage on pre-existing conditions.  Previous coverage would apply for 90 days on any pre-existing condition.</p>
<p>In exchange for society offering this benefit, health care has become a responsibility to everyone.  If society is providing &#8220;free&#8221; care to the poorest citizens, then those that can afford health insurance must be required to:</p>
<p>Purchase basic insurance in the open market, or<br />
Pay an insurance surcharge on their federal income tax return of 25% the maximum health insurance deduction available to those that buy insurance.</p>
<p>With this health reform plan, we accomplish a few beneficial goals, and avoid some the worst outcomes.</p>
<p>The costs are clearly stated in the federal budget, as a transfer to congressional districts for health care.<br />
We stop health care for non-citizens.<br />
We eliminate cost shifting onto insurance premiums.<br />
The health care benefit is restricted to county health departments, and basic health care.</p>
<p>This benefit is not intended to grant access to the &#8220;best health care money can buy&#8221; for everyone, but to put in place a safety net under our poorest citizens, until they get back on their feet and can afford the health care they would like for themselves and provide for their families.</p>
<p>Some may have a concern about the exclusion of non-citizens in our coverage by the nation&#8217;s taxpayers.  If a non-citizen seeks medical assistance at any county health department or hospital, they must first sign an &#8220;agreement to deportation&#8221; document.</p>
<p>After being treated, they will be immediately deported by the County Sheriff.  The county health department will fund the cheapest transportation to a hospital in their home country.</p>
<p>A few general points need to be emphasized:</p>
<p>Health care is expensive because of government expanding coverage to new illnesses: i.e.: alcoholism, mental illness.<br />
Health care is expensive because of tort lawyers.<br />
Health insurance is expensive because of low deductibles.<br />
<br />
Addressing these three issues will slow the growth in health care costs. Removing non-payers from the health care system will eliminate cost shifting, lowering health care costs to everyone.</p>
<p>Medicare and Medicaid should be required to pay the lowest negotiated network price for any services.  This would further reduce the cost shifting that currently distorts the market.  It also sets reimbursements at a localized cost rate, rather than a one-size-fits-all standard.  It takes the power away from the government to promise more and pay less by force.</p>
<p>A side note:</p>
<p>If Oh! Bama is successful in gaining a public option for health insurance; it <strong>must</strong> be a standalone agency without any support from taxpayers.  Wouldn&#8217;t it be fun to watch bureaucrats try to compete with private insurance companies?  I always laugh when politicians say the government needs to &#8220;keep the insurance companies honest.&#8221;</p>
<p>Government subsidies should be equal to the &#8220;premiums&#8221; they do not collect from citizens covered.  In other words, only the premiums would be subsidized by the government.  The public option (government bureaucracy) would have NO legislation that tilted the playing field for them to compete.  They would have to negotiate fees with health care providers, just like everyone else.  If they did not pay fairly, providers could choose not to do business with them.  With an absolute wall to legislation or money, this charade would be over quickly and we could return to a free market.</p>

 If we are unclear about what the act offers and when help will arrive, imagine the confusion and uncertainty among our senior community regarding what this act really means to them. Early estimates suggest that willing participants will receive roughly  to  per day in benefits. Will that really be enough down the road when participants are ready to collect benefits, since medical expenses and care costs are on the rise? No one knows for sure, but lets look at some numbers:</p>
<p>Nearly 1.5 million Americans live in nursing homes</p>
<p><span id="more-146"></span></p>
<p>Nine million people over 65 need long term care of some kind</p>
<p>Ten percent of those who reach age 65 will live in a nursing home for an average of five years</p>
<p>Almost 70 percent of all people in nursing homes are women</p>
<p>In 2010, an estimated 13 percent of the senior population will be diagnosed with Alzheimers<br />
What does long term care cost today? On average:</p>
<p>Home health care /half day; 0/day<br />
Adult daycare /day<br />
Assisted living 1/day<br />
Semi-private nursing home 1/day<br />
Private nursing home 2/day</p>
<p>And heres what aging America will look like in the very near future:</p>
<p>There will be more than 71 million people age 65 or older by 2030</p>
<p>By 2020, 12 million will need long term care of some kind</p>
<p>Half of these people will be 85 or older<br />
The math is simple. Looking at the cost of health care today and the direction in which Americas aging population is headed, we will all have to pick up a portion of the cost on our own or supplement this government program with a private long term care program. The CLASS Act is a good start, but long term care is now the must-have insurance of the 21st century.</p>
<p>Your clients may also have other questions about whether they should go with private coverage versus this public plan. Some wonder how private LTCI compares with the coverage they will receive from this new act. Some wonder whether they should buy private or wait. The act wont begin until 2012 or 2013. This two-year wait, along with the five years consumers have to pay in premiums before they receive benefits creates a seven-year dead zone, at best.</p>
<p>If your clients do enroll in the public plan, will they be allowed to supplement with some sort of private coverage to make up for the skinny benefits? What will the restrictions be on the type of care a person can receive? This will require research and careful planning so interested Americans can make a good financial decision.</p>
<p>Insurance companies both big and small are also wondering, who must offer this policy? Who is exempt? What if a voluntary plan is already in place? Unfortunately, the act creates more questions than answers.</p>
<p>One thing is certain: Its crucial to put a spotlight on the need for long term care. The CLASS Act is a well-intentioned step to help our aging population prepare and embrace their own long term care needs. We will all need some assistance with activities of daily living as we age, and dementia appears to be on the rise without a cure in sight.</p>
<p>I always suggest to consumers that they buy their own individual coverage if they can afford the premiums. Individual coverage offers outstanding consumer remedies should a carrier wrongfully deny much-needed benefits, and provides the policyholder peace of mind knowing they have the protection they need in place today.</p>
<p>After years of trying to pass health care reform, Congress has passed an act to assist the people who just cant afford health care. The new Patient Protection and Affordable Care Act has many health care components, one which includes a nationwide long term care program that will be extended on a voluntary basis to anyone who wants it. Its called the Community Living Assistance Services &amp; Supports Act or, the CLASS Act.</p>
<p>This is the first real attempt by Congress to address the long term care needs of our growing senior population. And while the implementation of this act is still clear as mud, the gist is that all participants will be asked to pay a monthly premium for a period of five years before they will be allowed to receive long term care benefits.</p>
